Italian National Polls 2022: Elections call and voting option in Italy

With the Decree of the President of the Republic (D.P.R.) n. 96 of 21 July 2022, the President of the Republic dissolved the Parliament. With D. P.R. n. 97 of the same day, the date for the elections of the House of Representatives and the Senate of the Republic has been set for 25 September 2022. Italian citizens residing abroad will vote for candidates of the foreign constituency.

According to the Act 459 of 27 December 2001, Italian citizens residing abroad registered in the electoral roll of the foreign constituency cast a postal vote using the ballot papers contained in the electoral envelope mailed to their residential address. To this end, it is therefore recommended that eligible voters verify the accuracy of their registered personal data and address, preferably using the online consular services portal Fast.it.

As an alternative to voting by mail, citizens registered in AIRE (Registry of Italian citizens residing abroad) can CHOOSE TO VOTE IN ITALY AT THEIR OWN MUNICIPALITY, by communicating their choice in writing (to download the form click here) to the Consulate BEFORE 31 JULY 2022 (the 10th day after the call for elections), sending the request to the following e-mail address: melbourne.elezioni@esteri.it. Such communication can be written on plain paper and – to be valid – must contain name, surname, date and place of birth, place of residence and signature of the voter and must be accompanied by a copy of the applicant’s identity document. One can also use the appropriate form that can be downloaded from the website of the Ministry of Foreign Affairs and International Cooperation (www.esteri.it) or of the consular office in one’s area of residence.

Voters who choose to vote in Italy at the forthcoming Italian National Polls will receive from their respective Italian municipalities a postcard-notice to vote – at the polling stations in Italy – for candidates in the national constituencies and not for those of the foreign constituency.

The choice (option) to vote in Italy is valid only for a single election. In any case, it is reiterated that the option MUST ARRIVE at the Consular Office NOT LATER THAN TEN DAYS AFTER THE CALL FOR ELECTIONS. As required by the current legislation, it will be up to the voters to verify that the option communication sent by mail has been received in due time by their Consular Office.

The choice to vote in Italy can be subsequently REVOKED with a written communication to be sent or delivered to the Consular Office in the same manner and within the same deadline set for exercising the option.

If one chooses to return to Italy to vote, the law does NOT provide for any type of reimbursement for travel expenses, but only tariff concessions within the Italian territory. Only voters residing in countries where there are no conditions for voting by mail (Act 459/2001, art. 20, paragraph 1-bis) are entitled to a refund of 75 per cent of the cost of the travel ticket in economy class.
